Fuel Learning Quality Assurance Report
Purpose of the Report
- Training complies with relevant standards and funding rules.
- Outcomes for apprentices are of high quality.
- Continuous improvement activities are embedded in all processes.
- Oversight and monitoring occur regularly and effectively.
This report provides evidence of our internal quality management systems, processes for monitoring performance and the outcomes of reviews and audits.
Organisational Context
Fuel Learning is committed to delivering outstanding apprenticeship training and assessment services. Our organisational vision, quality improvement plan (QIP) and governance structures provide a clear framework for accountability and continuous enhancement of services. As of February 2026, key highlights include:
- Ofsted rating: Outstanding in all areas.
- Apprenticeship Accountability Framework feedback: 4/4 (clients) and 3.2/4 (learners), achieving green status across all measures.
- Governance oversight: Four governors focus on higher apprenticeships, enrichment, quality, and inclusion. We also appoint a governor who has oversight of learner data and finance. The most recent governor observation was of the Commercial Impact workshop in October 2025.
- Self-Assessment Report (SAR) and QIP: Regularly reviewed and updated by the QA team to ensure continuous quality improvement.
Internal Quality Management Processes
Quality Assurance Team
The QA Team includes the Levy Director, Head of Apprenticeships, Quality Coach Lead, and Programme Leads. Responsibilities include:
- Evaluating the quality of training, learning, and assessment outcomes.
- Gathering and analysing feedback from learners, employers, and stakeholders.
- Maintaining and updating the SAR and QIP.
- Monitoring the implementation of continuous improvement actions.
Quality Assurance Framework
Our QA framework integrates multiple sources of data to inform improvement initiatives:
- Annual self-assessment process
- Observations of teaching, learning, and assessment
- Team performance reviews
- Quarterly programme content review and evaluation
- Learner, employer, and stakeholder feedback
- Account Director quarterly meetings with clients
- Apprenticeship progress reviews
- Induction, probation, and mentoring programmes
- Awarding body review meetings

Monitoring and Review Processes
Coach / Facilitator Oversight
Coaches: Monthly one-to-one meetings with documented performance discussions
Facilitators: Peer observations, leadership observations (by Fiona Jones), and ongoing development support
Workshop / Programme Feedback
Structured learner and employer feedback is collected through modular forms, annual surveys, and ad-hoc targeted surveys (e.g., Equality & Diversity, Health & Safety).
All feedback is logged, reviewed, and responded to in a timely manner, ensuring learners and employers see tangible actions taken.
Quality Sampling and Standardisation
Fuel Learning operates a robust sampling and standardisation cycle which includes:
- Detailed feedback on training and assessment logged systematically.
- Highlighting best practice and sharing with the wider team.
- Early identification of issues, measuring severity and required resolution timeframe.
- Assigning actions for individual or team interventions.
- Regular standardisation sessions to embed skills and best practice.
- Resampling in subsequent cycles to monitor impact of improvement actions.
Example: A full-quality sampling log ran from June–December 2023, measuring quality of education, personal development, behaviours, attitudes and overall progress. While this approach was initially intensive, it has been streamlined to suit current high-performing standards.
Continuous Improvement
Fuel Learning’s continuous improvement cycle is embedded into daily operations:
- Review of feedback and QA data informs QIP actions.
- Actions are assigned accountability and progress is monitored monthly.
- Sharing of good practice occurs through meetings, standardisation sessions and workshops.
- Resampling and follow-up reviews measure the effectiveness of improvements.
Internal and External Review Outcomes
- Ofsted Inspection: Outstanding in all categories.
- Apprenticeship Accountability Framework: Green in all measures, client score 4/4, learner score 3.2/4.
- Governance Oversight: Observations conducted across key areas, including commercial impact, quality, inclusion, and higher apprenticeships.
- SAR & QIP: Regularly updated based on internal and external findings, ensuring alignment with strategic objectives and learner needs.
Issue Resolution and Feedback Management
Fuel Learning operates a transparent feedback and complaints process to ensure all issues are addressed promptly:
- Learners are guided on communications, engagement and providing feedback during induction.
- Complaints are initially handled by facilitators or quality coaches, escalated to relevant Heads of if appropriate.
- Formal escalation routes involve the Head of Apprenticeships and, ultimately, the Director of Levy Programmes/Chief Operating Officer.
- Issues unresolved internally can be escalated to the Department for Education.
All complaints are acknowledged within five working days and resolved within 30 working days. This ensures timely and effective resolution while informing continuous improvement actions.
Evidence of Continuous Improvement
Examples of continuous improvement initiatives include:
- Embedding standardisation in all programme delivery to improve consistency.
- Implementing monthly coach one-to-ones and peer/leadership observations to ensure development and accountability.
- Actively responding to learner and employer feedback, with changes documented in the QIP.
- Monitoring and resampling to measure the impact of interventions and updates to teaching and assessment practices.
- Sharing best practice across teams via workshops, “Show You Know” sessions and standardisation meetings.
